Richard Birmingham Sr.

After many years of education, training, and hard work, Richard became CEO and Owner of his own privately held Construction Company. Managing and directing the company for more than 25 years. As a B-1 licensed General Building Contractor in California, Texas, and Nevada, Richard directed all full on-site Construction Management and land development; supervised the expansion of land use permits, and interfaced with zoning, planning, engineering permits, and inspections. Effectively scheduled monitored and inspected all work from start to finish. Richard developed joint-venture partnerships with Savings and Loans and thereby built as many as 100 homes at one time. In the early to mid-1970 Richard Project Managed the $350 million Tahoe Donner Ski Resort located near Truckee, California, Developed by Dart Resorts.

In early 2001 Richard published a newspaper for Christian Churches, called Christian Times. Shortly thereafter on behalf of veterans, Richard created the Veterans Times, a free newspaper sponsored by advertisers and distributed through USA Today to Veteran Service Organizations, and both Federal and Military Installations throughout California and Nevada. For over 5-years he published this newspaper to enlighten his readers on the many issues affecting veterans. This tabloid could be found in VA Hospitals as well as in many businesses.

Richard begin working with Veteran Service Organizations in 2003 through until today. Ten years ago, through his company, Veterans Health Care USA, Inc. or VHCUSA having landed major healthcare contracts with the American Legion and the Veterans of Foreign Wars (VFW) to deliver health products/services at a discount to approximately 6+million veterans membership.

Richard championed a CES or Cranial Electro Stimulation Medical Device that effectively treats anxiety, Depression, and Insomnia (ADI) along with Post Traumatic Stress Disorder (PTSD). Working together with the help of Major General Gerald G. Minetti (Ret.) starting in 2009 and with our National Spokesman, David A. Christian (the former head of the Armed Service Committee, under President Carter and President Reagan. Richard’s PR/marketing team met with many notable senators/congressmen in Washington D.C. and locally with Senator Harry Reid- NV and Congressman Boswell-Iowa, etc. to promote the CES device—its therapy has many health benefits and no known side effects. The result is that today this device is in over70 VA hospitals.

Dr. William A. Duncan, Ph.D., Director of Patriot Clinic, OK

Dr. William A. Duncan, a former Army Officer, serves as President of Capitol Strategy Consultants, Inc., where he represents clients on healthcare, biomedical research, veterans, Department of Defense, and criminal justice and public health arenas. His clients benefit from his extensive background in the congressional appropriations process and health care regulations. In the medical
realm, Dr. Duncan supervised numerous legislative priorities including National Institutes of Health reforms for setting research priorities, expansion on biomedical research infrastructure, AHRQ and evidence-based medicine initiatives, NIH and CDC initiatives in environmental medicine, amputee services, and addressing chronic disease including diabetes and public health. He dealt with Centers for Medicare & Medicaid services problems, including getting CMS to approve a new indication or Hyperbaric Oxygen Treatment – HBOT to reduce diabetic foot amputations, reducing the regulatory burden on health care, prescription drug and FDA issues.

– Dr. William a. Duncan serves as Vice President for Development for the International Hyperbaric
Medical Foundation, a 501© 3 charity dedicated to the science and translation of hyperbaric medical
discoveries into clinical practice.


– The IHMF is very focused on the scientific application of HBOT to all indications where patient
outcomes improve, including America’s single most expensive public health problem, untreated brain
insults. The organizations’ sister non-profit. The IHMA, submitted Diabetic Foot Wound Treatment with
HBOT to CMS for the National Coverage Determination, approved in 2002. HBOT reduces amputations
by 75%. Thus, HBOT has saved Federal and state governments 100’s of millions by not amputating
feet. Likewise, the IHMGF’s research has saved DoD & VA tens of millions in retraining, recruiting &
disability costs. IHMF has helped hundreds, like blast injured war veterans NFL players & athletes,
police officers, crime & accident victims continue their careers or return to productive lives.


– Dr. Duncan expertise includes healthcare, biomedical research, veterans, Department of Defense, and
criminal justice and public health arenas. IHMF benefits from his extensive background in the
congressional appropriations process and health care regulations and interactions with state and local
governments.


– Dr. Duncan has served on the Oklahoma State Health Care Advisory Board and the College of Public
Health Advisory Board for Oklahoma University Health Sciences Center.


– Dr. Duncan served Congressman Ernest Istook (R-OK) for ten years as his staff representative to the
House Committee on Appropriations Labor, Health and Human Services, and Education Subcommittee.
During his congressional service he also handled welfare, Veterans Affairs, Commerce Justice State
appropriations, taxation, and economic and budgetary issues.


– Prior to joining Mr. Istook’s staff, Dr. Duncan worked at the National Taxpayers Union Foundation,
where he serves as the Director of the Congressional Budget Tracking system He also taught graduate
and undergraduate courses in economics, political science and business.

– His legislative accomplishments include the 2002 CMS NCD on Diabetic Foot Wounds & HBOT,
creating the Hyperbaric Oxygen Initiative at NIH, the “Child Internet Protection Act,” the Community-
based Abstinence education program, privatizing Railroad Retirement Board pension fund, non-profit
lobbing reform, creation of the National Center for Complementary and Alternative Medicine at NIH,
Commissioned Corps reform, and Treatment task force.

– Before his service in Washington, Dr. Duncan received his Doctorate in Political Science, Economics
and Public Law from Idaho State University and His Masters in Business Administration from Boston
University. He also majored in economic development and worked in his local community on several
development initiatives.

Major General Minetti

Major General Minetti has over 42 years of proven leadership and senior management experience in small and large organizations worldwide. He was responsible for training/education, strategic planning, exercise development, Coalition-integration, and resource management for the U.S. Army. In addition, he has proven performance in business systems operations, logistics, facilities management, operational planning, and Coalition integration/operations; excellent communication and interpersonal skills.

Major General Minetti (retired) led logistics organizations with more than1,000people with very complex supply chain, distribution, and transportation missions under dynamic conditions. He implemented operating budgets ranging from $8 million to $9 billion and was integral in the planning/execution of logistics and engineering operations in support of Operation Enduring Freedom and Operation Iraqi Freedom. Has an extensive interface at the policy level with the Department of State and DOD, other federal agencies, and numerous foreign governments at the ministerial/Chief of Defense level.

David A. Christian VHCUSA National Spokesman

David A. Christian (born October 26, 1948) [1]  is an American who served in the United States Army as a captain during the Vietnam War. While serving as a lieutenant in South Vietnam, he was wounded in action seven times and awarded several medals including the Distinguished Service Cross for extraordinary heroism. [2][3]  He is best known for his veterans' advocacy efforts.

In 2012, Christian was a candidate for the Republican nomination in the United States Senate election in Pennsylvania, challenging incumbent Democratic Senator Bob Casey,Jr. [4][5]  Christian lost in the primary election to Tom Smith. [6]

Richard Birmingham, Owner of Veterans Healthcare, is a good friend of David Christian, in 2009
they worked together, for a period of time, on a technology called Nexalon Therapy, trying to
stop veterans from committing suicide.
